Expats rank Hangzhou as China’s fourth most attractive city

For the 10th consecutive year, Hangzhou has made the top 10 list of the most attractive Chinese cities for foreign talent, according to the results of a poll released by the Ministry of Science and Technology’s State Bureau of Foreign Experts on Nov 8.

The top 10 cities in 2019 were, in order, Shanghai, Beijing, Shenzhen, Hangzhou, Guangzhou, Hefei, Nanjing, Chengdu, Qingdao and Suzhou.

Eight Nobel Prize laureates and one Turing Award winner participated in the voting. According to the bureau, the voting process for the latest city rankings list involved the largest number of high-quality experts.

The questionnaires involved 23 indicators spanning five fields: policy environment, government affairs environment, working environment, living environment and science and innovation environment.

In August, Hangzhou’s science and technology bureau was authorized by the Ministry of Science and Technology to issue confirmation letters for top foreign talents.

The letter enables high-end talents to get five-year or 10-year R visas, which allow for multiple entries, at Chinese embassies abroad. The spouse and children of these individuals are also eligible for this visa, which allows foreigners to stay in the country for up to 180 days.

The authorization of the issuance of these confirmation letters for elite foreign talents is the latest move by China Hangzhou to improve its talent services, create a friendly and welcoming environment, and develop itself into an international talent hub.
